While regulations are designed to support positive outcomes, fragmented, inconsistent or poorly implemented regulations delay investment, slow innovation, and force businesses to spend valuable time on compliance instead of driving productivity. Nearly all OECD countries recognise the importance of reducing regulatory burdens and simplifying rules. Yet, despite years of reform and red-tape reduction initiatives, regulatory complexity continues to grow. Why have past approaches fallen short?
